Once you've claimed all five areas of the park in the Grand Tour quest, you'll get to begin establishing a raider foothold in the Commonwealth. Raider Settlements are called Outposts, to distinguish them from the peaceful towns of law-abiding citizenry. Settlements directed to supply food and materials to your raiders are termed vassals.
